The Pennsylvania State Police (PSP) Troop M – Belfast Station announced Tuesday an arrest in an investigation involving the death of a horse and dog.
Trooper Branosky says that when troopers arrived, they observed the horse in severe distress, and contact was made with the homeowner to have the horse provided care.
On Sunday, troopers returned to the residence and observed the horse continue to be distressed without any care.
